Europan 12 proposes to explore the question of time with a view to making the city more adaptable. One of the sites proposed by the organization is Saint-Herblain (France).
If you are working on a project for this site, have a look at the project Oostcampus by Carlos Arroyo in Belgium. Converting this former soft drinks depot into municipal facilities was achieved by making use of what is called grey energy, that is what is already being used in the original construction. Technical improvements, enabling everyday use of the building, are added, as well as an interior corridor which fits in with the new on site functions. The low budget did not impede the creation of a space meeting municipal requirements such as holding wedding ceremonies, meeting rooms, citizen service offices and maintenance workshops.
