Unlike instant urbanism, which is based on starting from scratch, tearing down the existing and drafting defined plans which take years to complete, the temporary city is a process involving reuse and longer-term growth. It is a process meaning that the existing buildings, as this officce block in Rotterdam city centre, are given new uses over time.
The building is based on a very simple functional design using concrete porticoes and a rationalist facade. These two features have been preserved: what has changed are the interior partition walls which on each floor have been adapted to accommodate as many as 80 different occupants. ZUS made the feasibility plan for the project and selected the occupants from a vast array of cultural institutions.
