The new water treatment plant recovers the visual, hydrological and ecological links which were lost when the first facilities were opened in 1989. The structure recreates the original landscape of the area and tries to bridge the gap produced by the numerous infrastructures which make their presence felt. The roof is a thick living layer which contains both the water treatment facilities and the offices of the company which manages them. This layer is opened up to allow for the circulation e.

This project, published in a+t 27 In Common III, consist in a car park in the heart of the historic district of Lisbon, although it is much more than that: it is an excellent excuse for a public viewpoint that serves as a breathing point for the motley fabric of Alfama and allows pedestrian connections in the complicated topography of the neighbourhood.
