The project emerged from the need to protect the archaeological excavation works carried out between the Santa Cruz Church (Old Cathedral) and the New Cathedral, and further has allowed a public observation deck to be erected facing the sea.

The cities of the Sun Belt, headed by Phoenix and Austin, absorb a great part of the migration flow, both from the Rio Grande and from the declining industrial North. Phoenix has decided to reactivate the existing fabric in order to compensate the unlimited growth.

The disappearance of the german Democratic republic in 989 meant a change to the productive model from which many cities have not yet recovered. The project attempts to lend some hope to one of these cities abandoned after the disappearance of the former industrial fabric.
