IS THIS RURAL? SERIES72 CULTURING THE COUNTRY, CULTIVATING THE CITY. IS THIS RURAL? SERIES Are there still differences between urban and rural, or are the boundaries increasingly blurred? On the outskirts of the city of Nogales, there are still differences between urban and rural areas as the natural context is complex and ag- gressive. This condition forces any type of ur- ban settlement to tame its surroundings little by little. Conditions in the Colosio Dam began to change from the moment this infrastructure was built, more than 40 years ago. The water caused the population to arrive irregularly, set- tling on the edges of the body of water. Over the years and with the increase in population, the situation became more complex, since the number of people and their own population mass make them vulnerable to natural condi- tions such as stormwater runoff, erosion and landslides. In this sense, what began as a low- impact settlement will necessarily have to be formalized, transformed into a city and gradu- ally encroach on the natural environment. How is architectural design affected by the ab- sence of unequivocal identities? In these contexts devoid of milestones, it is necessary to generate roots and a sense of be- longing. In this regard, architectural, urban and landscape design have an enormous responsi- bility. In the specific case of the Colosio Dam in Nogales, our main objective was to transform the negative image of the body of water (pol- lution and floods) to make it the element that will generate character and identity for the area. The project revolves around giving shape and limits to the element, while working with the aspects that caused vulnerabilities. Thus, by generating a series of floodable platforms on the ground and designing suitable edges to contain water and encourage paths to emerge, the body of water becomes the center of an in- frastructure project and public space. ¿Sigue habiendo diferencias entre lo urbano y lo rural, o los límites son cada vez más difusos? En la periferia de la ciudad de Nogales, sigue habiendo diferencias entre lo urbano y lo rural pues el contexto natural es complejo y agresivo. Esta condición obliga a que cualquier tipo de asen- tamiento urbano domestique su entorno poco a poco. Las condiciones en el Represo Colosio em- pezaron a cambiar desde el momento en que se construyó esta infraestructura, hace más de 40 años. El agua provocó que llegará la población de manera irregular, estableciéndose en los bordes de la lámina de agua. A través de los años y con el aumento de pobladores, la situación se fue comple- jizando, pues el peso demográfico hizo vulnerable a la población ante las condiciones naturales: esco- rrentías pluviales, erosión y deslaves. En ese senti- do, lo que empezó siendo un asentamiento de poco impacto, tendrá necesariamente que formalizarse, transformase en ciudad e ir quitándole espacio al entorno natural. ¿Cómo se ve afectado el diseño arquitectónico por la ausencia de identidades inequívocas? En estos contextos desprovistos de hitos, es ne- cesario generar arraigo y sentido de pertenencia. En este aspecto, el diseño arquitectónico, urbano y de paisaje tiene esa enorme responsabilidad. En el caso específico del Represo Colosio en Nogales, nuestro principal objetivo radicaba en transformar la imagen negativa del cuerpo de agua (contaminación e inundaciones) para con- vertirlo en el elemento que generara carácter e identidad para la zona. El proyecto gira en torno a darle forma y límites al elemento, a la vez que se trabaja con los aspectos que propician vulnera- bilidades. Así, al crear una serie de plataformas inundables en el terreno y diseñar bordes propi- cios para contener el agua y establecer paseos peatonales, la lámina de agua se convierte en el centro de un proyecto de infraestructura y espa- cio público.
