STRATEGY SERIES Enhancing Resilience HUNTER’S POINT SOUTH WATERFRONT PARK SWA/BALSLEY WEISS/MANFREDI ARUP Queens, New York (USA) 2009-2018 Hunter’s Point South Waterfront Park Phase II transforms 5.5 acres of an abandoned industrial landscape into a new waterfront park. Phase II of the park begins south of 54th Avenue and wraps around Newtown Creek to complete the full vision of Hunter’s Point South Park initiated with the Phase I park, resulting in nearly 11 acres of continuous waterfront park. The park offers places of retreat and invites intimate connections with nature at the water’s edge, complementing the active recreation spaces in the Phase 1 park. The park is also a new model for waterfront resilience, with a “soft” approach to protecting the water’s edge from floodwaters. A continuous meandering causeway, elevated slightly above the river, offers a walk along the river’s edge and protects nearly 1.5 acres of newly established wetlands. The design also leverages the site’s dramatic topography with a shaded grassy promontory, a new island reached by a pedestrian bridge, a kayak launch, exercise and picnic terraces, a collection of intimate “break-out” lounges off the pathways, and a dramatic cantilevered overlook that hovers above the wetland and offers panoramic views of the Manhattan skyline. The design re-establishes the site’s former marshland identity and introduces a resilient, multi-layered recreational and cultural destination, bringing the city to the park and the park to the waterfront. La Fase II comienza al sur de la avenida 54 y rodea Newtown Creek hasta completar el proyecto de Hunter´s Point South Park, iniciado con la Fase I y que da como resultado casi 4,5 ha de un parque costero continuo. Ofrece lugares de retiro e invita a conexiones íntimas con la naturaleza a la orilla del agua, complementando los espacios de ocio activo que se encuentran en la Fase I. También es un nuevo modelo para la resistencia frente al mar, con un diseño “suave” de protección del borde frente a las inundaciones. Una senda continua y serpenteante, elevada ligeramente por encima del río, ofrece un paseo a lo largo de la orilla y protege casi 0,5 ha de nuevos humedales. El diseño también aprovecha la cambiante topografía del lugar con un promontorio sombreado cubierto de hierba, una nueva isla a la que se llega por un puente peatonal, un embarcadero de kayak, terrazas para ejercicios y pícnic, una colección de estancias íntimas de “desconexión” fuera de los caminos, y un gran voladizo sobre el humedal que ofrece vistas panorámicas del perfil de Manhattan. El diseño restablece la antigua identidad del lugar como zona pantanosa y crea un destino cultural y recreativo multicapa resistente, que acerca la ciudad al parque y el parque al río.47PARADISES. The grey waters of the park’s buildings –washes and restaurant– are also purified in the filtering gardens and go to the central pond. El agua de lluvia de los colectores del barrio es dirigida al estanque central del parque para ser filtrada naturalmente, almacenada y posteriormente distribuida a canales y sistema de riego. Las aguas grises de los edificios del parque –lavabos y restaurante– también se purifican en los jardines filtrantes y se dirigen al estanque central. SITE STRATEGY: CHARACTERIZING SPACES ACTION 46: CUSTOMIZED PLANTATION PALETTE Each zone is created from a particular plantation palette consisting of trees, shrubs and grass. STRATEGY: BLURRING THE LIMITS ACTION 45: MOATS AND HA-HAS The visual continuity between the environment and the park is achieved through the creation of moats, plant boundaries on slopes –ha-ha– which allow control of access to the different areas of the park separately without interposing explicit closures. La continuidad visual entre el entorno y el parque se consigue mediante la creación de fosos, lindes vegetales en pendientes –ha-ha– que permiten controlar el acceso a las distintas zonas del parque de manera separada sin interponer cierres explícitos. STRATEGY: STRUCTURING THE TERRITORY WITH WATER ACTION 11: WATERCOURSES The creation of watercourses determines the topography of the park and structures it by means of valleys and plateaus. La creación de cursos de agua condiciona la topografía del parque y lo estructura mediante depresiones y mesetas. STRATEGY: RAISING ECO AWARENESS ACTION 04: PEDAGOGICAL ACTIVITIES The park has a pedagogical greenhouse that hosts activities for children, aimed at introducing the values of sustainability into the educational agenda. El parque cuenta con un invernadero pedagógico que acoge actividades para niños, destinadas a introducir los valores de sostenibilidad en la agenda educativa. STRATEGY: AVOIDING EVENTUALITIES ACTION 30: PLANTED GRADIENTS The channels and ponds are bordered by gentle slopes with vegetation which impede access and ensure enjoyment. Los canales y estanques está bordeados por taludes o suaves pendientes con vegetación que impiden el acceso y aseguran el disfrute. STRATEGY SERIES OBSERVATORIES As the path approaches, the device is covered with a canvas and becomes an observatory. The volume of white cloth follows the curve of the metal hoops and becomes a chrysalis. The light reversible character is expressed here by the almost nomadic nature of this architecture, perched on its stilts. The project is built in a protected natural area and must therefore respect environmental constraints. The implementation did not use concrete, the wooden piles were sunk, up to 14m, in the ground with a mechanical shovel equipped for working in a fragile environment. The wood (oak and false acacia) is untreated and comes from the local forest. To facilitate a short construction time the project maximized offsite workshop construction to bring modules on site and reduce the presence of companies on the site affecting the birdlife. OBSERVATORIOS A medida que el sendero se acerca a las aves, se cubre con un lienzo y se convierte en un observatorio. El volumen de tela blanca sigue la curva de los aros metálicos y se convierte en crisálida. El carácter ligero y reversible de esta arquitectura se expresa por su naturaleza casi nómada y estar elevada sobre zancos. El proyecto está construido en un área protegida y debe respetar las restricciones ambientales. La implementación no utilizó hormigón, los pilotis de madera están hincados hasta 14 m en el suelo con una pala mecánica equipada para la intervención en un entorno frágil. La madera (roble y acacia falsa) está sin tratar y proviene del bosque local. Para facilitar la construcción en un corto plazo, el proyecto se ha desarrollado todo lo posible en el taller y así causar el menor inconveniente posible a las aves.
