The harbour, close to the centre, is being transformed into residential and office quarters. To make the public surroundings in the western part of Hafencity attractive, multiple  functions, squares and topographic conditions were introduced. Three substantially different planes characterize it; the waterlevel, the historic wharf-edges and the new flood-proof city level. As these are all related to the water, their designs are based on this feat.
